London-raised Hughes is the son of a New England native who spent summers at his grandparents’ house in Massachusetts, first picking up a rugby ball at the age of 7, also watching as an avid fan with his father. Playing against the USA Men's U18s while with Southwest England, Hughes caught the attention of Matt Sherman with the USA Sevens program, subsequently earning an invite to a High School All American Camp.

Keeping on the rugby pitch in the United States, Madison enrolled at Dartmouth College playing under then USA Men's Sevens Head Coach, Alex Magleby who simultaneously invited Hughes to Chula Vista and USA Junior National Team competitions as he balanced school.

Hughes competed in both XVs and sevens for the USA U18s, U20s and U23s ahead of his sevens Senior National Team debut in 2013, and subsequent Men's Eagles XVs debut in Romania 2016. Hughes would go on a rapid rise to the top of the USA Men's Sevens, earning selection to the Rio 2016 Olympics and Captain honors for the Tokyo 2020 games.

Hughes is currently the all time points leader for the USA Men's Sevens and one of only two men's players to represent the USA in three Olympic Games.
